the way i do it.

draw a line, the line being the length of the car in 1px = 1 inch. you can draw more lines for the FV/RV width too. just like the "ground" on a base or tune

go to the blueprint, remove as much JPEG fuzz as you can, then resize the print (i usually resize from the SV) to the lines you drew on the document. then adjust so it all looks good.

I just copy each blueprint view in its own image. Then i crop all the surrounding white exactly on the blueprints size. Then i open in on gimp or PS and i just resize the image putting the values of the size of the car in inches.

-Go to wikipedia
-Search the car you want
-Take the measures in inches
-Draw the squares in Paint, with that measures
-Open PS
-Open the bp you want to resize
-Copy the bp
-Paste the bp
-Resize the bp
-Save the file
-Close PS
-Open Paint
-Start drawing outlines
-Clear the image of garbage
-Find a cool palette of shades
-Copy the palette
-Paste the palette
-Start shading
